Предлагаются существенные элементы методологии государственного регулирования, позволяющей разрабатывать эффективные стратегии реформ естественных монополий с учетом мирового опыта и особенностей трансформационных процессов в экономике современной России. Приводятся теоретические модели идентификации естественных монополий, примеры использования технологических детерминант в задачах государственного регулирования (структурного и др.), модели оценки их динамики с учетом факторов нестационарности (инфляции и структурных сдвигов).

Offered essential elements of the methodology of state regulation, allowing to develop an effective strategy of reforms of natural monopolies taking into account international experience and peculiarities of transformational processes in economy of modern Russia. Given the theoretical model identification of natural monopolies, examples of the use of technological determinants in the problems of government regulation (structural, etc.), evaluation models of their dynamics taking into account the factors of the instability (inflation, structural shifts).
