Пятое Управление КГБ было создано в конце 60-х годов ХХ века как ответ на американский вызов – появление в ЦРУ подразделений, нацеленных на слом политической власти в СССР путем идеологической и коммуникационной войны.
Филипп Денисович Бобков, долгое время возглавлявший и курировавший пятое Управление, выстроил не узколобый политический сыск, подчиненный партийной бюрократии, а организацию, выявляющую сложнейшие социальные процессы и не только информирующую, но и силой аналитической мысли и политических предложений подталкивающую власть к определенным решениям в целях безопасности страны. В противовес такому контролю партия попыталась навязать обществу образ интригующей спецслужбы, в чем смыкалась с антисоветской и фрондирующей частью интеллигенции.
Трагедией коммуниста без фальши, генерала, ответственного за безопасность государства, стало осознание бессилия перед обстоятельствами, не позволившими пятому Управлению в составе КГБ политическими методами остановить лидеров партии, толкающих страну в пропасть – к геополитической катастрофе, к распаду СССР. Однако это не отменяет значимость и глубину следа, оставленного легендарным руководителем пятого Управления в истории государственной безопасности и в судьбе партии и страны.

Philip Denisovich Bobkov, long time head of and oversaw the fifth Control, built not narrow-minded political investigation, a subordinate of the party bureaucracy, and the organization, revealing the complex social processes and not only informing, but also the power of analytical thought and policy proposals pushing power to specific solutions to the country's security. In contrast to such control, the party has tried to impose on society the way of intriguing intelligence services, what is meshed with the anti-Soviet and frondiruyuschie of the intelligentsia.
