Особое внимание уделено такой стратегической проблеме перехода к рынку, как развитие сектора малых и средних предприятий. Дана характеристика уроков прошедшего этапа реструктуризации промышленности стран с переходной экономикой и отражены новые вызовы ее дальнейшего развития на принципах постиндустриального общества и глобализации мировой экономики. Аналитический обзор базируется на выполненных авторами исследованиях и материалах форума «После пятнадцати лет осуществления рыночных реформ в странах с переходной экономикой; новые вызовы и перспективы для сектора промышленности», организованного Европейской экономической комиссией ООН и проведенного в рамках 9-й сессии Комитета по развитию торговли, промышленности и предпринимательства 24--25 мая 2005 г. в Женеве (Швейцария). Для работников государственного и муниципального управления, общественных организаций социально экономического профиля, предпринимателей, а также для научных работников, преподавателей, аспирантов и студентов, специализирующихся в области экономических и социальных отношений. Economic and social outcomes of market reforms in transition economies for the 15-year period are analyzed including the restructuring of ownership relations; GDP trends and statistics, commercial production and employment; most important areas of territorial-sectoral transformations in market conditions; social and environmental consequences of the industrial restructuring and its financing aspects. Particular attention is focused on such a strategic issue of the transition to market as the development of small- and medium-sized enterprises. Characterization is provided of lessons derived from the latest stage of the industrial restructuring in transition economies, and new challenges are described for further development based on the philosophy of the postindustrial society and globalization of the world economy. The analytical review is based on the research performed by the authors and the documents of the forum «After Fifteen Years of Market Reforms in Transition Economies: New Challenges and Perspectives for the Industrial Sector» organized by UNECE and held within the framework of the 9th Session of the UNECE Committee on Trade, Industry and Enterprise Development, 24--25 May 2005, Geneva (Switzerland). The paper is addressed to Government officers and municipal managers, members of public organizations dealing with social and economic issues, businessmen and researchers, teachers and professors, post-graduate students, as well as college and university students of economics and social sciences.
