В монографии изложены основы теории дисфункции экономических систем, институтов и управления, разработанной О. С. Сухаревым в 1998–2001 гг. и развитой в последующие годы, нашедшей свое применение в анализе тех или иных проблем трансформации российского хозяйства и изменений, охватывающих экономическую науку. Конкретно-практическое воплощение эта теория получила при анализе институциональных изменений, планировании мероприятий промышленной политики в регионах, разработке прикладной методики управления системой товарного ассортимента промышленного предприятия (фирмы). Совместно с С. В. Палаш проведен анализ дисфункций на уровне регионального управления и применительно к программам развития различных секторов региональной экономической системы, выделены различные типы дисфункций, например координационная дисфункция, а также дисфункции по иным функциям управления хозяйственной системой. Это не только расширяет классификацию дисфункций, предложенную в ранних работах, но и создает аппаратные возможности для анализа различных дисфункций и принятия эффективных управленческих решений.

Fundamentals of the dysfunction theory of economic systems and institutions developed by the author O. S. Sukharev in 1998–2001 and elaborated by him in the subsequent years are stated in the monograph. This monograph presents the fundamentals of the theory of dysfunction of economic systems, institutions and management, developed by O. S. Sukharev in 1998-2001 and developed in subsequent years, found their application in the analysis of certain problems of transformation of the Russian economy and changes covering economic science. Specifically-the practical implementation of this theory was obtained in the analysis of institutional changes, planning activities industrial policy in the regions, the development of applied methods of the system management of the product portfolio of the industrial enterprise (company). Together with S. V. Palash the analysis of the dysfunctions at the level of regional management in relation to the development programmes of various sectors of the regional economic system, allocated to different types of dysfunctions, such as coordination dysfunction, and dysfunction of the other functions of management of an economic system. This not only increases the classification of dysfunctions suggested in the earlier work, but also creates the hardware capabilities to analyze various dysfunctions and effective decision making.
