В преддверии 20-летия Конституционного Суда России в данном издании Фондом современной истории осуществлена попытка систематизации документов и материалов о становлении, развитии и нынешнем состоянии современной отечественной конституционной юстиции. В сборник включено более 450 документов и материалов. Историческая часть представлена актами, касающимися конституционного контроля и надзора в СССР (1988--1991): приводится практика Президиума Верховного Совета СССР, впервые публикуются вместе все решения Комитета конституционного надзора СССР, интерес представляют материалы о создании Конституционного Суда СССР и Комитета конституционного надзора РСФСР. Комплексно показывается правовая основа создания Конституционного Суда РСФСР (1990--1991), его избрание и работа по Закону 1991 г.
Действующее законодательство о конституционном судопроизводстве приводится по состоянию на 1 декабря 2010 г.: публикуются законы и иные акты (включая новеллы 2010 г.), предусматривающие отдельные полномочия как Конституционного Суда, так и других процессуальных участников, включая представителей государственных органов в Суде. Особенностью издания является публикация стенограмм встреч Президента с руководством и судьями Конституционного Суда России (2001--2010). Отдельное внимание уделено проблеме исполнения решений Конституционного Суда.

The current law on constitutional proceedings is current as of December 1, 2010: published laws and other acts (including short stories, 2010), which provides for separate powers as the constitutional Court and other procedural participants, including representatives of government bodies in Court. A feature of the publication is the publication of transcripts of meetings of the President with leadership and judges of the constitutional Court of Russia (2001--2010).
